Every Student Succeeds Act (ESSA)
In January 2018, the U.S. Department of Education approved New York City’s Every Student Succeeds Act (ESSA) plan. In creating this plan, the New York State Department of Education (NYSED) consulted with various stakeholder groups to provide guidance in the design of an ESSA plan that would most effectively meet the needs of the state’s students, schools, and communities. This plan places an emphasis on promoting equality in education and expands measures that assess school accountability and student achievement, thereby ensuring that all students are offered a fair education.
What is ESSA? Why does it matter? What do parents need to know?
The New York State Department of Education (NYSED) has developed a tool called the Parental Control Panel to provide greater transparency and facilitate access to school performance and other school-level data. This panel provides access to detailed information about all public schools, including contract schools, and this information can be easily accessed by parents and the general public.
Definitions of School Responsibility
Within the framework of the ESSA, schools are divided into one of three different classifications: Schools in Good Condition, Comprehensive Support and Improvement (CSI) Schools, and Targeted Support and Improvement (TSI) Schools. Districts are classified as either Well-Off or Target Districts. Both CSI and TSI schools may receive additional support. October 27, 2019. If low-performing schools fail to make improvements, these schools may be placed in Receivership, and if a school fails to make the necessary improvements while in Receivership, an Independent Receiver may be assigned to the school.
School Climate / Holistic Education of the Child
A positive school environment contributes to the reduction of problems such as substance abuse, student absenteeism and school suspension by promoting students’ safety, self-confidence, emotional well-being and mental health. The New York State Department of Education (NYSED) continues to create positive effects on student achievement, safety and health in order to promote student participation. It will support these efforts by providing capacity building guidelines, strategies, best practice resources and professional development opportunities for school administrators, teachers and other educational staff.

These resources help parents understand how they can better support their child’s MLL/ELL education. At the same time, these resources contain information about topics such as how children are defined as MLL/ELL, the types of programs available, when students can leave these programs and services. In addition, tips are also offered on how to obtain additional information, materials and resources October from local sources. In this way, parents can play a more conscious and effective role in their children’s educational journey.
