										<content:encoded><![CDATA[<p style="text-align: justify;"><strong>Support for Students with Disabilities in the New York State ESSA plan</strong><br />
The New York State ESSA plan adopts the principles of multi-tiered support systems (MTSS) for academic and behavioral education. MTSS rises on the basis of a belief that all students can learn and based on the fact that every school professional is sensitive to the academic and behavioral needs of all students. MTSS focuses on evidence-based practices, shapes instructional decisions based on student progress data, and provides the levels and types of support necessary to meet each student&#8217;s unique needs.</p>
<p style="text-align: justify;">NYSED is conducting a pilot implementation of MTSS in 14 New York State schools as part of the State Systemic Improvement Plan (SSIP). This pilot is aimed at improving the ability of school districts to implement, disseminate and maintain evidence-based practices to improve outcomes for students with disabilities. SSIP adopts an approach that takes into account students&#8217; social identities, cultural contexts and language differences in order to provide progressive intervention based on the unique needs of each student.</p>
<p style="text-align: justify;">In addition, the New York State ESSA plan encourages effective transitions from the beginning to the end of students&#8217; educational experience. The coordination of these transitions aims to support the transition of students from special education to post-secondary education and also supports the transition planning for students with disabilities within the framework of the Individuals with Disabilities Education Act (IDEA). This alignment encourages the development of inclusive transition systems throughout the school, based on the individual needs, experiences, interests and aspirations of each student.</p>
<p style="text-align: justify;">NYED&#8217;s Office of Special Education Quality Assurance (SEQA) monitors how federal and state laws and policies are implemented by school districts. If parents have questions or concerns about their school district&#8217;s policies and practices, they are encouraged to contact the SEQA Regional Office in their area and contact the SEQA Regional Officer assigned to the school district.</p>

The school is part of a community of experienced and caring professionals and offers a safe learning environment. The programs, services and transportation offered for families are free of charge.</p>
<p style="text-align: justify;"><strong>NYSSB Programs </strong></p>
<p style="text-align: justify;">The New York State School for the Blind provides a learning environment where children can reach their highest potential. Specialized training and various clinical and support services specially adapted to the needs of each student are offered in order to ensure the success of each student. In our school, teachers specializing in visual impairment guide students on a wide range of topics, from elementary school to secondary school and special education. These teachers work together to promote students&#8217; independence and successfully prepare them for adulthood.</p>
<p style="text-align: justify;">Parents and staff collaborate to help each student achieve the goals in the Individualized Educational Program. While the classes are kept small, the educational activities cover a large area, which includes preventive workshops, a gym, a swimming pool and a Sensory Decking playground. Technology is used effectively to support learning and promote achievement. Computers, electronic communication boards, low-vision reading devices and therapeutic equipment are personalized to improve the special abilities of each student.</p>
<p style="text-align: justify;">The local community in which the school is located provides students with opportunities to achieve academic, social and other important goals. In addition, recent renovations to the Educational building at Severne Hall offer modern learning spaces, as well as larger classrooms and spacious and comfortable bathrooms that all students can use.</p>

<p style="text-align: justify;"><strong>How do you apply to Nyssba?</strong></p>
<p style="text-align: justify;">Parents or legal guardians can be contacted directly to apply to the NYSSB. In addition, the Special Education Committee (CSE) in the student&#8217;s school district can also initiate the application. Our Admissions Coordinator is a guide who will provide support to the families throughout the process. The decision to send a child to NYSSB is made as a result of a joint meeting where parents, the NYSSB Multidisciplinary Team and the CSE of the home school district come together.Dec. <p style="text-align: justify;"><strong>Are there any Housing Programs for Students?</strong></p>
<p style="text-align: justify;">NYSSA offers students an exciting 5-day residential experience. Monday Sunday evening or Monday morning, students come to school and stay in the dormitories during the week. However, they return to their homes every weekend and on all public school holidays (for example, Columbus Day and Thanksgiving).</p>
<p style="text-align: justify;"><strong>Does my child have to stay in the dormitory?</strong></p>
<p style="text-align: justify;">If you live within 50 miles of NYSSBA, your child can participate in our Daily Student program. In this program, your child will live at home every day, and your school district will transport your child to NYSSBA on a daily basis.</p>
<p style="text-align: justify;"><strong>What will my child do in the summer?</strong></p>
<p style="text-align: justify;">NYSSBA successfully maintains a six-week summer program that continues throughout the standard school year. All our students have the opportunity to participate in this program.</p>
<p style="text-align: justify;"><strong>Can I visit my child in the classroom or at the dormitory?</strong></p>
<p style="text-align: justify;">They will be very pleased with your visit. Please inform them in advance to arrange classroom visits. If you want to visit the dormitories, although you don&#8217;t need to call in advance, keep in mind that the students have busy schedules and you may want to check in advance to find out if they are in the dormitory at the time you plan to visit. They recommend that you contact by phone during the evening.</p>
<p style="text-align: justify;"><strong>What if my child is registered with the NYSSB and we change our mind about placing him there?</strong></p>
<p style="text-align: justify;">Placement in NYSSA is completely optional. If you want to withdraw your child at any time, you just need to let us know. We are here to help you when you are transitioning to your school district at home.</p>

<p style="text-align: justify;">The first evaluation stage in the application process is funded by the State of New York. Education, accommodation services and transportation expenses are covered by the school district and resource district at the time of application, as well as by the New York State Department of Education. <p></strong>The New York State Department of Education (NYSED) has decided to offer more flexibility in the identification and placement of English learners (ELLS) in areas affected by the increasing presence of refugee and other newly arrived students. This flexibility will provide the possibility to extend the deadline of the identification and placement process, i.e. the time required for the administration of the NYSITELL exam, from 10 school days to 30 school days.</p>
<p style="text-align: justify;">Education Administrators (LEAS) who want to take advantage of this flexibility should submit an application form confirming the arrival of these students to their communities and providing information about these newly arrived students. This form can be accessed by supervisors and school leaders through the SED Job Portal.</p>

<p style="text-align: justify;">Starting in January 2022, the State of New York has chosen the General Educational Development Test (GED® Test) instead of the Assessment of Secondary Education Completion Test (TASC™ Test), which is valid for those who want to obtain a New York State High School Equivalency (HSE) Diploma.</p>
<p style="text-align: justify;">The GED Test is a reliable and valid tool used to verify the knowledge levels of the high school seniors of the participants. This test consists of four subject sections: Reasoning Through Language Arts (RLA); Social Studies; Science; and Mathematical Reasoning. The GED RLA includes both reading and writing abilities. Those who have previously passed the TASC Writing or TASC Reading subtest but failed both should enter the RLA subject section.</p>

<p style="text-align: justify;">Head Start is a comprehensive early childhood education, health, nutrition and parenting support program for low-income families. The aim of the program is to help families build stable relationships, improve children&#8217;s physical and emotional well-being, and provide an environment for the development of sound cognitive skills. In addition, by supporting children&#8217;s transition from preschool to primary school, it aims to enable them to communicate with other peers, adapt to the classroom and meet the expectations of the school.</p>
<p style="text-align: justify;">The Head Start program was founded by Jule Sugarman and Bernice H in 1965. It was started by Fleiss and initially aimed to provide low-income children with a quick learning opportunity in the style of summer school. Later, the program was expanded with the Head Start Law passed in 1981. The program was revised and updated in December 2007, and by the end of 2005, more than 22 million children had participated in the program. Dr. Khari Garvin currently serves as the director of the Head Start program.</p>

<p style="text-align: justify;">In January 2018, the U.S. Department of Education approved New York City&#8217;s Every Student Succeeds Act (ESSA) plan. In creating this plan, the New York State Department of Education (NYSED) consulted with various stakeholder groups to provide guidance in the design of an ESSA plan that would most effectively meet the needs of the state&#8217;s students, schools, and communities. This plan places an emphasis on promoting equality in education and expands measures that assess school accountability and student achievement, thereby ensuring that all students are offered a fair education.</p>
<p style="text-align: justify;"><strong>What is ESSA? Why does it matter? What do parents need to know?</strong></p>
<p style="text-align: justify;">The New York State Department of Education (NYSED) has developed a tool called the Parental Control Panel to provide greater transparency and facilitate access to school performance and other school-level data. This panel provides access to detailed information about all public schools, including contract schools, and this information can be easily accessed by parents and the general public.</p>
<p><strong>Definitions of School Responsibility<br />
</strong>Within the framework of the ESSA, schools are divided into one of three different classifications: Schools in Good Condition, Comprehensive Support and Improvement (CSI) Schools, and Targeted Support and Improvement (TSI) Schools. Districts are classified as either Well-Off or Target Districts. Both CSI and TSI schools may receive additional support. October 27, 2019. If low-performing schools fail to make improvements, these schools may be placed in Receivership, and if a school fails to make the necessary improvements while in Receivership, an Independent Receiver may be assigned to the school.</p>

<p style="text-align: justify;">Parents and families play a key role in optimally meeting the social, cultural and academic needs of their children. The Office of Bilingual Education and World Languages of the New York State Department of Education actively works to support students with a mother tongue other than English to achieve equality and excellence in education. This office offers a number of resources for parents of ELL (English Learner) and MLL (Multilingual Learner) students.</p>
<p style="text-align: justify;">Parental resources include a parent&#8217;s guide, referral videos to parents, and a parent helpline.Dec. These resources help parents understand how they can better support their child&#8217;s MLL/ELL education. <p style="text-align: justify;">This guide contains a legal interpretation of the recent decision of the Supreme Court and offers various temporary solutions for admissions officers.</p>
<p style="text-align: justify;">The Department of Education and the Department of Justice released a special guide Monday explaining to college and university administrators how they can take race and ethnicity into account in admissions decisions, following a landmark Supreme Court ruling banning the use of affirmative action discrimination.</p>
<p style="text-align: justify;">&#8220;This is an urgent moment in higher education,&#8221; Education Secretary Miguel Cardona began by saying at a news conference on Monday morning. &#8220;The Supreme Court&#8217;s decision to end affirmative action has taken away an important tool that colleges have used for years to create diverse campus communities and provide fair opportunities to students from all backgrounds.&#8221;</p>
<p style="text-align: justify;">&#8220;Previous experience shows that when you ban affirmative action, college applications and admissions become less diverse. We cannot allow ourselves to take such a step back on a national scale &#8211; when our country is enriched in diversity, when we should be able to survive in a competitive world.&#8221;</p>
<p style="text-align: justify;">The guide was presented in the form of a question-and-answer format and a letter, and contains a legal interpretation of the Supreme Court&#8217;s decision. It also offers various workarounds on how admissions officers can legally continue their efforts to reach a student body that is diverse on a number of factors, including &#8220;race and ethnicity.</p>
<p style="text-align: justify;">Earlier this summer, the conservative majority on the Supreme Court passed a series of rulings banning the use of race in college admissions.These decisions have changed decades of precedent, leading to radical changes in higher education and possibly meaning fewer admissions to elite universities for Black and Hispanic students.These decisions come at a time when the country is trying to deal with the historical effects of systemic racism and universities are trying to expand access to students of color.</p>
<p style="text-align: justify;">Following the verdicts, President Joe Biden urged colleges and universities to continue using race, income and diversity measures in their admissions processes.The Ministry of Education shared best practices on this issue, guided university presidents, admissions officers and various student bodies, and focused on diversity, student admission, retention and graduation issues in higher education.</p>
<p style="text-align: justify;">The guidance is aimed at helping colleges and universities, which are limited by the Supreme Court&#8217;s decision, understand their admissions processes related to the use of race. Also, by providing examples, it shows how these schools can legally reach a student body that is diverse in various factors.</p>
<p style="text-align: justify;">The Supreme Court&#8217;s decision does not mean that schools should not take into account students&#8217; past experiences, especially racial experiences. For example, a university might consider the personal meaning of an applicant being the first Black violinist in his city&#8217;s youth orchestra, or how an applicant copes with prejudice when he transfers to a high school where he is the only student of South Asian descent.</p>
<p style="text-align: justify;">Deputy Attorney General Vanita Gupta noted that this decision should not be used to change the admissions environment in higher education, and stressed that colleges and universities should and should keep their doors open to all students from various backgrounds.</p>
<p style="text-align: justify;">The letter suggests that colleges and universities should increase their efforts to recruit and retain students of color, students from low-performing schools, and students from disadvantaged communities. They may also need to reconsider or remove the preferences given to privileged students. Colleges and universities can participate in programs that support disadvantaged students who attend or graduate from community colleges, and they can increase need-based financial support.</p>
<p style="text-align: justify;">The guidance was developed with the aim of improving the admission processes of students from disadvantaged backgrounds, who disproportionately have students of color, to colleges and universities. By collaborating with school districts in disadvantaged areas, it recommends that students gain better access to high-quality advanced level courses and invest in programs that develop their potential. In this way, colleges and universities can increase the chances of admission, success and graduation of more students.</p>
<p style="text-align: justify;">Officials at the Department of Education and the Department of Justice have indicated that they will offer additional guidance in the near future and are ready to investigate civil rights complaints about the use of October 2018. The Ministry of Education plans to publish a report outlining how it can attach importance to Decrepitude measures when choosing from qualified candidates. </strong>Stakeholders attribute the origins of the decision to take over schools in Houston, Texas, to political strife, racism and a desire for revenge against an urban community that stood up to the GOP governor&#8217;s culture war tactics.</p>
<p style="text-align: justify;">The Texas Education Agency&#8217;s decision on Wednesday to take over the Houston Independent School District, the state&#8217;s largest and most diverse education system, drew attention as it coincided with a period of constant disagreement between the school board and Republican Governor Greg. Following this decision, a call went up from the Biden administration demanding that this incident be examined from a civil rights perspective.</p>
<p style="text-align: justify;">Democratic Rep. Sheila Jackson Lee of Texas, an official who represents many of Harris County&#8217;s districts, called on the Biden administration to question this takeover decision. His own office cooperated with the offices of Democratic state legislators in Austin, providing tons of data and information on this issue to the Department of Education&#8217;s Office for Civil Rights for review.<br />
&#8220;Hopefully we can get a good result and we will be able to properly investigate how this was achieved,&#8221; he said.</p>
<p style="text-align: justify;">&#8220;I am requesting the Ministry of Education to examine the existence of discrimination based on questions of equal protection of the law and due process and whether a solution can be found by cooperating with local schools. I believe that a fair solution should be found before the district completely eliminates local school management.&#8221;</p>
<p style="text-align: justify;">Commissioner Mike Morath on Wednesday announced that a new board will take over control of the 195,000-student district by June 1 at the latest and plans to appoint a new superintendent in the near future. In a letter to district leaders, Morath explained the reasons behind this decision, stressing that it was necessary to appoint a high school with a long-term low academic achievement and an interim administration for two consecutive years.</p>
<p style="text-align: justify;">This announcement comes after an ongoing rift with Houston school leaders over district control since 2019. The takeover process had long been deadlocked, and ended in January when the Texas Supreme Court ruled that Morath&#8217;s intervention was legal.</p>
<p style="text-align: justify;"><strong>Questionable Motivations</strong></p>
<p style="text-align: justify;">The Ouston Independent School District is known as the eighth largest school system in the country, with 62% of students being Hispanic, 22% Black and 10% white, according to recent enrollment data. About 80% of families in this region are facing economically difficult conditions.</p>
<p style="text-align: justify;">Like many other urban districts, Houston schools are struggling with a variety of challenges, including poor performance, Gulf Coast hurricanes and infrastructure deficiencies. In addition, the COVID-19 pandemic has recently been added to these problems.</p>
<p style="text-align: justify;">Texas does not usually stand out for its education system; in fact, it is often rated by experts as one of the states with the lowest education levels in the country and one of the states that dedicates the least resources to the education system. However, the Houston area has been making remarkable improvements in recent years. In the last two years, in the evaluation conducted by the Texas Education Agency, 40 out of 50 schools have achieved a D or F rating. The state even gave Houston schools a grade of B in its last evaluation, and even the school that Morath triggered the takeover decision received a grade of C in the last evaluation conducted by the state.</p>

<p style="text-align: justify;"><strong>Is it Education Policy or Election Policy?</strong></p>
<p style="text-align: justify;">Parents have adopted this strategy as a practice tactic in Republican-controlled states across the country, proposing radical changes to the K-12 education system. These proposals are not limited to providing instructions only on what parents can know and what they can say; in fact, they aim to make education policies more intertwined with and more in line with general party policies. This strategy looks like it will continue at a time when Republican presidential candidates are entering the race to capture the field ahead of the 2024 presidential elections.</p>
<p style="text-align: justify;">&#8220;This is a concrete example of the general trend towards more integration and linking of educational policies with general party policies in textbooks,&#8221; says Jeffrey Henig, professor of political science and educational policy at Columbia University Teachers College.</p>
<p style="text-align: justify;">In past years, there have been battles over accountability standards, evaluations, teacher performance evaluations and other education-related issues. But now the situation has become more complicated.</p>
<p style="text-align: justify;">&#8220;It&#8217;s hard to Decouple what&#8217;s happening in Houston right now from a general conflict between conservative state legislatures and governors and blue cities,&#8221; Henig says. &#8220;Conflicts over electoral laws and their implementation, conflicts over abortion, conflicts over sanctuary cities&#8230; So the real story here is not about educational performance or capacity in Houston, but actually about the fact that we are politically polarized, and in many states partisan polarization has appeared in the form of red states and blue cities.&#8221;</p>
<p style="text-align: justify;">Red states have Decently faced divisions for many years between statewide elected conservative leaders and the liberals who make up their majority. Recent disputes over abortion have led some city officials to announce that they will not implement strict regulations imposed by the state. Also, governors in some red states during the pandemic issued orders that not only avoided the mask and vaccination requirements that cities had adopted, but also prohibited them from accepting the new restrictions.</p>

</strong>The NYSED Bilingual Education and the World Office (OBEWL) aims to enable New York State (NYS) students, Multilingual Learners (ELLs/MLLs), including English language learners, to achieve the highest academic achievement and language proficiency. Our mission is to make sure that all students&#8217; individual educational paths and socio-emotional needs are met in multiple languages, and to guide them towards university and career preparation. NYSED provides the resources and referrals necessary for all teachers to support ELLs/MLLs students. Over the past decade, there has been a significant increase in the number of ELLs/MLLs students enrolled in NYS public schools, which has led to 261,848 students studying who speak more than 200 languages. In order to offer these students a successful future, NYSED should help teachers achieve rigorous academic standards for these students by providing schools with appropriate resources, native language assessments, and teaching materials. In addition, the Next Generation Learning Standards expect every teacher to be ready to teach academic languages and to offer challenging content to all students, including ELLs/MLLs. All teachers should be competent in gaining content knowledge while improving the English language proficiency of ELLs/MLLs students. These principles serve administrators, policymakers, and practitioners as a statewide framework aimed at guiding ELLs/MLLs students toward college and career preparation from the outset. These principles aim to provide guidance, resources and support to districts, schools and teachers, and also promote a better understanding and appreciation of New Language (ENL) and World Language Studies in English.</p>
<p style="text-align: justify;"><strong>The Principles that Guide ELL/MLL Success:</strong></p>
<ol style="text-align: justify;">
<li>All teachers are teachers of English Language Learners (ELLs) and Multilingual Learners (MLLs) and should plan accordingly. This includes:<br />
To design and provide appropriate, culturally and linguistically sensitive teaching to all students, this includes students with Individualized Educational Programs (IEP).<br />
To provide integrated language and content education to support language development, to create language-oriented scaffolding and to use materials and teaching resources in accordance with the New Generation Learning Standards in English.<br />
To meet the multiple needs of ELLs/MLLs students by collaborating with school support staff and community-based resources.</li>
<li>All school boards and district/school leaders should address the academic, language, social, and emotional needs of ELLs/MLLs students as follows:</li>

<li>To provide a clear vision of achievement and socio-emotional development supported by a purposeful action plan that supports the success of ELL/MLL students.</li>
